Three bills were introduced on Thursday in the National Assembly on private members' day to provide soft loans to the disabled people, stop the use of alcohol in the name of non-Muslims and make easy procedure for providing Computerized National Identity Card (CNICs) to citizens. Member of National Assembly (MNA) Sajid Begum introduced 'The Microfinance Institutions (Amendment) Bill, 2019' in the House for amendment in section 7 of Microfinance Institutions Ordinance, 2001.

According to the Bill, "A microfinance institution shall provide soft loans to disabled persons." A soft loan shall be on Karachi Inter Bank offered rate (KIBOR). The Bill seeks provision of soft loans to the disabled persons to economically empower them. It also seeks to eliminate discrimination against the disabled in all forms and to provide protection to them against discrimination on all grounds.

One of its short-term goals was to provide 'legislative support to persons with disabilities' and in long-term to give 'more effective enforcement and expansion of social assistance and social security programme under the provision of existing laws.' Pakistan Tehreek-e-Insaf (PTI) MNA Dr Ramesh Kumar Vankwani from Hindu community introduced "The Constitution (Amendment) Bill, 2019' in the Lower House of the Parliament.

Ramesh Kumar said that the religions of non-Muslim are being misused in Pakistan for allowing consumption of alcoholic liquor. He said that alcohol is forbidden in all religions. "It would come under blasphemy if any body misuses the religion for getting alcohol. My Hindu religion is being defamed on alcohol issue. Provision of alcohol in the name of religion should be banned," he said.

He said, "Mr. Speaker, you should take the sense of the House to know who is supporting this Bill and who is against it" Syed Naveed Qamar of Pakistan Peoples Party (PPP) said that the concerned standing committee of the House has already rejected this bill thrice.

Abdul Wasay of Jamait Ulema-e-Islam (Fazl) said, "We are thankful to Ramesh Kumar for introducing the Bill." He said that alcohol is forbidden in all religions and Pakistan is an Islamic country and alcohol should be banned under the spirit of the Constitution. "Many Muslims use alcohol by misusing the name of religions of other communities," he said.

According to objects and reasons of the Bill, "The non-Muslims (minorities) of Pakistan are facing defamation, agony, insult and discrimination. That all the religions existing in Pakistan are agreed that none of the religion is allowing consumption of alcoholic liquor for the religious purposes so in Islamic Republic of Pakistan the use of alcohol in the name of non-Muslims is a blasphemy act." Maulana Abdul Akbar Chitrali of Jamaat-e-Isami (JI) introduced 'The National Database and Registration Authority (Amendment) Bill, 2019' in the House.
